一、西部大中型工业企业的特点、困难和问题西部大中型企业的成长,是在我国经济基础比较薄弱这一基本国情下,国家集中力量,有计划、有组织、有步骤、有重点地建设西部的结果。同时,这些地处经济落后地区的企业,在成长过程中形成了自身的特点,在改革开放形势下面临着特殊的困难和问题。 (一) 西部大中型企业的基本特点。(1) 企业构成以三线企业为主体。三线企业又可分为军工企业
