国有企业主辅分离已经实施多年,从当前来看国有企业改革已经进入深层阶段,而部分行业主辅分离工作仍然存在着辅业企业对主业的依存性强、人力资源管理困惑、产权不清晰、法人自治自律性差等诸多问题。本文在分析国有企业主辅分离的意义和现状基础上,深入探讨了国有企业主辅分离的难点和存在的问题;并针对这些难点和问题,从战略规划角度,提出了相应的改进措施,以求改革的平稳过渡和改革目的的真正实现。
