分析了长沙河流域的自然特点、水沙资源量和发展优势，总结了长沙河流域过去几十年的治理历史、经验教训，提出了长沙河流域治理开发的主要措施：一是在解决水的问题上做文章，必须走节水灌溉之路；二是必须合理建设几座控制性工程，才能重新分配、运用有限的水资源；三是以控制性工程为框架，形成洪漫、自流灌、井灌型式的灌溉系统；四是以种植业和养殖业为依托，搞好区域开发治理，发展当地经济，增加农民收入。
This paper analyzes the natural characteristics, water and sediment resources and development advantages of Changsha basin, summarizes the governance history, experiences and lessons of the past few decades in Changsha basin, and puts forward the main measures for harnessing and developing Changsha basin: First, Second, we must rationally construct a few controlled projects in order to redistribute and utilize limited water resources. Third, we must take controlled engineering as a framework to form a flood-prone, gravity-fed, Well irrigation type irrigation system; fourth is based on farming and aquaculture, do a good job of regional development and management, the development of local economy, increase peasant income.
