First, the status quo of trade frictions between the United States and Japan Prior to 1976, Japan’s economic strength was relatively weak. As a result, trade frictions between the United States and Japan were mainly concentrated in several traditional industrial sectors such as steel and textile industry. In order to protect The domestic development of these departments has forced a certain degree of intervention and restriction on Japan’s product dumping. For example, from 1969 to 1974, the United States twice forced Japan to impose its own restrictions on the U.S. steel exports. In the meantime, the United States also forced Japan to sign the Agreement on Textile Fibers between the United States and Japan, stipulating Japan’s export quotas on U.S. textiles and so on.
