21世纪将是人类更多地依靠知识创新、知识的创新应用和可持续发展的时代。为了迎接全球化知识经济时代的到来,担负起国家和民族生存发展的重任,中科院正在实施知识创新工程的试点工作,其主要目标是要把中科院建设成为具有国际先进水平的科学研究基地,成为优秀创新人才的培养基地,成为促进高新技术发展的基地,为中国的经济建设与发展、国防建设与社会进步,不断做出基础性、战略性和前瞻性的创新贡献。为此,全院正在进一步凝练和提升科技目标,深入进行体制创新、机制转换、队伍建设和文化创新。作为创新主体的科技队伍建设引起了全院的高度重视,专门出台了《中国科学院知识创新工程队伍建设规划纲要》,制定了一系列措施,旨在大力培养、吸引、凝聚国内外优秀人才,建设一支具有国际水平的的跨世纪科技队伍。
