为贯彻执行《中国人民银行法》,人行系统广大干部职工要树立三种观念。 一是全局观念。要正确处理全局利益与局部利益,长远利益与眼前利益的关系。要站在宏观的角度总揽工作的全局,树立中央银行形象,建立和完善中央银行宏观调控体系,充分认识《人行法》的地位和作用。 二是服务观念。要在加强金融监督管理,保证金融体系安全、有效运行的同时,牢固树立服务观念,通过政策引导、组织资金、平衡清算等,寓监管于服务之中。
In order to implement the Law of the People’s Bank of China, the cadres and workers of the pedestrian system must establish three kinds of concepts. First, the overall concept. We must correctly handle the relationship between the global interest and the local interest, the long-term interest and immediate interests. We should take the overall situation of work from a macro perspective, establish the image of the central bank, establish and improve the macro-control system of the central bank, and fully understand the status and role of the People’s Bank of China Act. Second, the concept of service. While strengthening financial supervision and management and ensuring the safe and effective operation of the financial system, we should firmly establish the concept of service and supervise the service through policy guidance, organization of funds and balanced liquidation.
