本文对成功的商洛小额信贷扶贫模式的变迁进行了案例分析 ,指出制度作为特殊的商品存在交易双方和交易 ,制度交易引发制度竞争 ,制度竞争决定了制度存在供求均衡关系 ,制度的稳定与变迁或创新可以纳入均衡分析框架之中。在制度创新竞争中 ,制度引进是一种有效手段 ,但是必须对制度的组织体系和交易规则进行本土化创新 ,离交易越近的组织越应尽量民间化、市场化、内生化 ,规避制度竞争中政府介入存在的“路径依赖”导致政府不愿适时被替代和内生组织外生化等各种风险
