上海市防汛自动测报决策支持系统(英文名 Data Transmission Concept For Deci-sion Support System For Shanghai)是在国家科委支持下,由上海市科委与欧洲共同体委员会第十三信息总署合作开发的一个项目。它也是1989年春以后我国与欧共体之间第一个国际合作科技项目。上海方面由水利局、市政建设管理局、气象局等单位组成项目工作组,项目办公室设在市防汛指挥部;欧方则由法国水力实验室(LHF)担任总承包商。目前项目正在进行中。本文是中欧双方共同为1994年8月在新加坡举行的国际水力学会(IAHR)亚太区第九次大会撰写的论文,作者都是该项目的组织者或软件开发工作的主要参加者。根据市政府的决定,本市将逐步建设一个能够迅速地收集水文、气象、工情的实时数据和及时作出洪涝灾害预报和提供决策调度方案的系统,以便掌握全市汛情发展的形势和趋势,统筹全局,有效运用防汛工程减少灾害损失。中欧合作的这个项目将是它的一个组成部分。该项目的开展对信息科学、微波通信及计算机技术等在这方面的应用开拓无疑是不无裨益的。
Shanghai Automatic Flood Forecasting and Decision Support System (Data Transmission Concept For Deci-sion Support System For Shanghai) is a project jointly developed by the Shanghai Municipal Commission of Science and Technology and the 13th Information Administration of the European Commission under the support of the State Science and Technology Commission. project.
