江苏省阜宁县位于苏北里下河地区,境内河港纵横,沟塘密布,水产资源比较丰富。全县共有水面15万亩,其中捕捞水域7万多亩,从事专业捕捞6000多户,副业捕捞人员5000多人。一段时间,该县电捕鱼违法活动日趋猖撅,从夜间偷偷摸摸单个行动,逐步发展到用小铁皮船、水泥船白天行动,从用12伏电瓶发展到用24伏电瓶,甚至用12马力柴油机带动10—13千瓦的发电机,严重破坏了渔业资源,群众反映十分强烈,要求政府打击电捕鱼的呼声甚高。几年来,在县人大、县政府的直接领导下,采取一系列措施,使电捕鱼现象得到有效竭制,取得了明显成效。
