今年9月7日,中国政府发表了《中国的社会保障状况和政策》白皮书。白皮书从十个方面(养老保险、失业保险、医疗保险、工伤保险、生育保险、社会福利、优抚安置、社会救助、住房保障、农村社会保障)阐述了中国社会保障取得的成就和面临的问题及应对策略。这是中国社会保障发展史上的一件大事,具有里程碑的意义。为此,本刊独家专访了全国人大常委、中国人民大学教授郑功成,请他对中国第一部社会保障“答卷”进行解读。
On September 7 this year, the Chinese government published a white paper entitled “China's Social Security Status and Policy.” The White Paper elaborates on the achievements and problems China has made in social security from ten aspects (pension insurance, unemployment insurance, medical insurance, industrial injury insurance, maternity insurance, social welfare, special care and rehabilitation, social assistance, housing security and rural social security) preventive solution. This is a major event in the history of the development of China's social security and represents a milestone. To this end, exclusive magazine interview with the NPC Standing Committee, Professor Cheng Gongcheng Renmin University of China, asked him to interpret China's first social security “answer sheet.”
