Before talking about the reform of the Soviet Union's agricultural economy, I would like to make a general comment. I think it is very important to talk about any kind of reform movement, first of all, to make an accurate diagnosis of “economic disease,” then to make the right decisions, select the necessary regulatory mechanisms, and anticipate the consequences of the regulatory actions. If we do not do this, then to be honest, this reform movement has been hovering in the darkness from the very beginning. When I talk about agricultural reform, I intend to proceed from its organic interrelation with all the economic reforms in the entire national economy.
