谁能相信,一直拖湖南省临澧县卫生系统后腿的官亭乡卫生院,1996年却实现了历史性的突破。诊疗人次、业务收入、人才投资、职工待遇、药品库存、收支结余、设备添置等八项指标超历史。1997年春,又打了个开门红。到三月底止,业务收入比上年同期相比,增长55.8%,增长幅度名列全县乡镇卫生院榜首。为此,文一元受到县卫生局记功表彰。
