党的十六大在全面分析前两步战略目标实现的基础上,提出了全面建设小康社会宏伟蓝图。这既是一个鼓舞人心的目标,也是摆在各级党委、政府和全国各族人民面前的一个现实而又紧迫的课题。民兵预备役人员作为党领导下的不脱离生产的群众武装集团,担负着保卫祖国和建设祖国的双重任务,理应发挥自身优势,积极为全面建设小康社会做贡献。那么怎样把这项活动组织好、开展好呢?我认为,主要应把握好以下几个方面的问题。
On the basis of a comprehensive analysis of the achievement of the strategic objectives in the first two phases, the 16th CPC National Congress proposed the grand blueprint of building an overall well-to-do society. This is both an inspirational goal and a realistic and urgent issue for the party committees and governments at various levels and the people of all nationalities in the country. As a non-separatist mass armed group under the party’s leadership, the militia reserve personnel shouldering the dual tasks of defending the motherland and building the motherland should give full scope to their own advantages and make positive contributions to building an overall well-to-do society. So how to organize this activity well? Well, I think, mainly to grasp the following aspects of the problem.
