党的十六届四中全会提出了构建社会主义和谐社会的任务,这是党中央根据国际国内新的发展形势提出的重大战略举措,适应我国改革开放和经济社会发展进入新阶段的客观要求,体现了广大人民群众的根本利益和共同愿望。那坡县委、县政府从那坡县情出发,提出了“写好四篇文章,抓好五项重点工作”的县域经济发展思路和建设“诚信那坡”、“文明那坡”、“平安那坡”的和谐那坡目标。
