从有关部门了解,大重厂会议室屋盖倒塌造成特大伤亡事故的发生不是偶然的,是由于工程设计和施工都没有严格执行基建程序、文件的审核,质量检查不严,不按图纸施工,管理不善等等。由于设计和施工都存在严重问题,从而给工程留下了不安全的隐患,造成了事故不可避免地要发生。关于事故的主要原因及责任,组织上正在进一步深入调查中。由于事故是很沉痛的,并给社会和经济上部造成了很大影响和损失,故党中央、国务院、中央有关部委和地方省市各级领导及全国人民都极为关注。为此,我们转载机电部关于开展工程质量检查的紧急通知,以便使更多的同志对工程质量的重视。
