溢油发生后实施及时合理的应急物资调运计划对减轻灾害程度有着重要的意义。利用“理想点法”对渤海石油平台溢油应急资源调配问题进行研究,建立了“应急开始时间最早”和“出救点个数最少和应急开始时间最早”的溢油应急物资优化调运模型,最后借助计算机技术完成了渤海石油平台溢油应急物资调运系统的开发,为有关部门实施及时合理的溢油应急物资调运计划提供辅助决策。
The implementation of a timely and reasonable plan for the dispatch of emergency materials after the oil spill has an important meaning in alleviating the degree of disasters. Using the “ideal point method” to research the allocation of oil spill emergency resources in Bohai oil platform, we established the spill oil of “the earliest emergency start” and “the least number of rescue points and the earliest emergency start time” Emergency materials optimization and transportation model, and finally completed the development of oil spill emergency cargo transportation system of Bohai oil platform by means of computer technology to provide auxiliary decision-making for the relevant departments to implement the timely and rational oil spill contingency transportation plan.
