全球淡水资源不仅短缺,而且地区分布极不平衡:巴西、俄罗斯、加拿大、中国、美国、印度尼西亚、印度、哥伦比亚和刚果9个国家占有世界60%的淡水资源;全世界80多个国家和地区严重缺水。我国是一个缺水严重的国家。淡水资源总量为28000亿立方米,占全球水资源的6%,居世界第4位,但人均只有2200立方米左右,仅为世界平均水平的1/4,在世界上名列第121位,是全球13个人均水资源最贫乏的国家之一。
