1997年4月,我县老煤山钛矿厂靠矿山采矿处一台100kV·A变压器,因该处钛矿已洗完需要搬迁才能生产.厂方在未和供电部门作任何联系的情况下,即利用我们停电检修该条线路的时机将变压器搬迁至1km外的地方.在施工过程中.他们采用三相悬挂接地线接地的方式以保证人身安全.中午,线路检修完毕,通知变电站送电,但试送几次变电站均出现过电流保护动作跳闸,遂判断为线路故障.立即组织人查线,但一无所获(因该厂较远未查到).傍晚,再次通知变电站试送,结果正常(并不知道是对方施工完毕,接地线拆除之故).直到抄表日期,抄表人员前去抄表,找不到变压器,询问工人,才知厂方利用停电时间将变压器搬迁,这才知当时送电跳闸的原因,所幸未造成人员伤亡及设备损坏.
