施工组织设计,是指导施工全过程各项活动的技术经济的综合性文件;工程造价,则是完成一个建设项目所需费用的总和,即是建设工程造价的简称。决定工程造价的高低虽然有多种因素,但施工组织设计的优劣将直接影响着工程造价的高低;尤在招投标阶段,它的科学性、合理性和先进性决定着投标报价的高低,即决定着承包商能否中标。水利水电工程的特殊性和复杂性,决定了施工方案的多样化。选择最优的施工方案进行施工,是施工组织设计的主要任务,也是降低工程造价的重要途径。通过一个实际工程案例的分析,可以进一步证明优化施工方案对降低工程造价的重要意义。
