野外作业人员自动化(FFA),指通过移动无线全覆盖技术和应用程序重新设计野外作业流程和业务流程。各国政府都已开始着力为外勤人员配备移动技术和应用程序,不断开发FFA的应用潜力。本文对美国西雅图市政府公共事业的排水及污水系统做了案例研究,基于对工作环境以及FFA使用的分析,我们提出了一系列能够改善FFA路径的技术及组织方面的建议,虽然部分建议可能不具有普遍性,但是其余的都可在电子政府FFA中得到普遍的应用;本文还详细讨论政府在FFA项目中可能会面临的选择;本文的贡献在于能够引导其他的FFA项目,并且为电子政府的挑战与选择增添新的学术理解。
Field Operations Automation (FFA) refers to the redesign of field operations and business processes through mobile wireless full-coverage technologies and applications. Governments have started to equip field staff with mobile technologies and applications to continually exploit the potential of FFA. Based on a case study of the drainage and sewerage system for public utilities in Seattle, USA, based on an analysis of the working environment and the use of FFA, we present a series of technical and organizational advice that may improve the FFA path, although some may not Is universal, but the rest can be universally applied in e-government FFA; this article also discusses in detail the options the government may face in FFA projects; the contribution of this article is to be able to guide other FFA projects and to provide e-government Challenges and options add new academic understanding.
