1997年1月4日至2月5日,笔者随中国邮政高级管理干部代表团赴英国对英国邮政管理学院及邮政部门进行了为期1个月的学习和考察。英国既是欧洲也是世界上邮政历史最悠久的国家之一,自1635年国王查尔斯一世建立标准资费体系后,英国邮政正式向公众提供邮政服务,英国邮政已开办了360多年。由于英国邮政顺应社会发展潮流,在世界上率先进行改革,走企业化、商业化道路,不断开拓邮政发展领域,在邮政经营多元化、商业化进程中取得了显著的成绩,极大地促进了英国邮政的发展。英国邮政实行多元化、商业化的成功经验对中国邮政的改革和发展也有着积极的借鉴作用。
January 4, 1997 to February 5, the author with the China Post senior cadre delegation to the United Kingdom on the British postal administration and the postal department for a period of 1 month of study and investigation. Britain is not only one of the countries with the oldest postal service in Europe but also in the world. Since the establishment of the standard tariff system by King Charles I. in 1635, British Post has officially provided the postal service to the public. British Post has been operating for more than 360 years. Due to the trend of social development, the British postal service took the lead in carrying out reforms in the world, taking the path of enterpriseization and commercialization and constantly opening up the postal development field. The postal service made remarkable achievements in the diversification and commercialization of the postal administration, greatly promoting the development of the UK Post development. The successful experience of diversified and commercialized postal service in the United Kingdom also plays a positive role in reference to the reform and development of China Post.
