德国是个非移民国家，针对入境与境内的外国人问题，人们依据的是一部外国人法。最近一两年来，IT专业人员的缺口引发了热烈的讨论。人们在讨论中发现，德国缺少的远远不只是IT专家，许多行业的专业人才贫乏已经构成了很大的问题。在这一背景下,今年9月德国内政部长席利推出了德国第一部移民法草案。德国需要什么样的移民，这份草案作出了回答。尽管细节上还有一些矛盾遗漏，其他的党派还有保留意见，但是政界大多数人士对此草案表示积极的反应。
Germany is a non-immigrant country. It is based on a foreigner law that deals with the issue of foreigners entering or leaving China. The gap in IT professionals has sparked heated discussions in the last year or two. During the discussion, people found that what Germany lacks is far more than just IT experts. The shortage of professionals in many industries has posed a great problem. In this context, in September this year, German Interior Minister Sir Keli introduced the first German draft immigration law. What kind of immigrants Germany needs, the draft responded. Although there are still some inconsistencies in the details, other parties still have reservations, but the majority of politicians have responded positively to the draft.
