1998年的南充盐厂几乎全处于改革的阵痛之中:先是市委、市政府“公推公选”企业的当家人,后又是新当选的厂长从三项制度改革入手,大刀阔斧地进行企业内部改革。一系列举措,给企业上下带来了强烈的冲击和震动,许多安于现状、过惯了按部就班日子的人,在这种深入骨髓的撞击中惊醒了过来。置身机构、人事制度、劳动用工改革之中,南盐人真正感受到了市场竞争的气息。
