1、深化经济体制的改革,以增强劳动服务企业的活力。改革是提高集体企业素质,提高竞争能力,提高经济效益的根本出路。当前尤其要抓住治理经济环境,整顿经济秩序的契机,把深化改革的重点放在经济体制、用人制度和分配制度上。要全面引入竞争、风险、利益机制,大力推行风险抵押承包经营责任制、租赁制和适合集体经济特点的股份制,并同细化经营管理,优化劳动组合有机结合起来,配套进行。不能用经营承包代替经营管理。优化劳动组合的目的,旨在突破“广就业、低效率”的固化结构。要把发展的眼光,盯在合理调整产品结构上。
