河南地处中原。气象上,自南向北由亚热带向暖温带过渡,天气系统复杂多变;地势上,自西向东由山区向平原过渡,河道上下游间排泄能力极不相称,因而极易形成水旱灾害。在这样的地域里,发展生产必须与水旱灾害作坚持不懈的斗争。纵观历史,中原地区的经济盛衰与水利兴废有密切关系。充分证明,除水害兴水利是振兴河南的头等大事之一。为了进一步发展水利,必须对水旱灾害的成因,治理水旱灾害的经验教训,水利建设取得的成绩和存在的问题,和今后治水应遵循的途径,有一个全面的切合实际的认识。黄河水利出版社
Henan is located in the Central Plains.
