福建省石狮市公安局党委始终把加强和改革公安工作作为维护稳定、保障改革开放顺利进行总体战略的一个重要方面,审时度势,大胆探索,积极慎重地推进公安改革工作,使公安工作更好地适应斗争形势和任务的需要,尤其是1989年以来,针对本市刑事犯罪突出,大案增多,群众反映强烈而传统的刑侦模式已不适应新形势下斗争需要的严峻形势,局党委统一认识,认为刑侦工作的出路在于改革,确定把加强和改革刑侦工作作为增强公安机关打击犯罪力度,提高驾驭社会治安能力的重要措施,列为全局的工作重点。经过近几年的不断探索和逐步完善,取得明显成效。巩固和完善了先行改革推行的队建制、建立健全了搭档破案责任制,竞争激励机制淘汰机制等配套的新型侦察破案机制,充分调动了广大刑侦干警侦察破案的积极性,增强了刑侦队伍的凝聚力,提高了刑侦队伍的整体作战效能,加大了打击犯罪的力度,取得了一定成绩,达到了向改革要警力,向改革要战斗力,向改革要效益的目的。1994年,我局共破获刑事案件2203起,其中大案1559起,与1993年相比破案总数与破大案数分别增加821起和629起,分别比增59.4%和67.5%。全局百名干警破案数达762起。
