一、新費减手續概述自2016年9月1日起,國家知識產權局將實施新的專利費用减繳流程,包括新專利收費减缴辦法的實施和費减備案系統的上綫運行。申請人或專利權人在辦理專利費用减繳時,將面臨一系列新的變化包括申請人或專利權人費减資格的重新認定、提交費减請求途徑的改變等。筆者對上述情形作了簡單的梳理,希望能對申請人或專利權人在辦理費减手續時提供一定的幫助和指導。1、《專利收費减缴辦法》(以下簡稱“《减繳辦法》”)簡介(1)延長可以請求减繳的年費年限根據《國家發展改革委財政部關於降低住房轉讓手續費受理商標註册費等部分行政事業性收費標準的通知》(發改價格〔2015〕2136號)的要求,新《减繳辦法》第二條規定申請人或者
