党的十六届四中全会和第十三次全国高校党建工作会,提出了加强党的执政能力建设和领导班子思想政治建设的战略任务,而在高校实行党委领导下的校长负责制,是加强党对高校有效领导和高校领导班子自身建设的制度保证。要贯彻执行好现行领导体制,必须把思想政治建设放在首位,坚持用邓小平理论和“三个代表”重要思想武装头脑、指导实践、推动工作;关键是坚持民主集中制原则,不断提高班子决策的科学化和民主化水平;核心是加强党政团结协作,特别是党委书记与校长之间的互相支持,不断增强班子的凝聚力和战斗力。
