由于具有生活必需品性质的住房市场的失灵以及房地产市场所具有的自然垄断性特征,对住房市场进行适度的政府干预是必需的。借鉴世界各国各时期的经验,我国的住房政策宜从住房供给和需求两方面设计:一是变土地商业储备为公益储备;二是直接进行部分住房产品的供给;三是管制房地产开发商的利润;四是实行供给方补贴;五是大力发挥非营利组织或部门在住房供给中的作用;六是限制房地产市场上的投机性需求;七是将需求方补贴等作为当前住房发展政策的具体取向。
