大力组织土产购销,以活泼城乡物资交流,促进进出口贸易,并从而调整商业中的公私关系,乃是当前国营贸易机关的一项重要工作。土产购销工作为什么这样重要呢?首先,土产在国民经济中特别是农业生产中所占比重极大。我中南各省又是土产丰饶地区。如以湖北省为例,据初步统计,战前该省山货土产价值约合大米二十四亿斤,加上棉花及副业生产,约占全省国民经济生产总值百分之五十左右。其他各省情况大体相同,土产比重一般都是很大的。无疑的,做好土产购销工作,对于改善农民生活、促进整个工农业的恢复和发展,是有很大帮助的。其次,土产物资是农村外销的主要物资。农村日常生活必需的工业用品,又主要依据土产外销交换而来。换句话说,土产外销是农民购买能力的重要源泉,在土地改革以前,并且是基本的源泉。在目前,在大部地区尚未进行土改的情况下,解决了土产品的销路问题,也就可以培养和逐步提高农民的购买能力,从而解决城市工业产品的销场问题。

Second, indigenous materials are the main materials for rural export. The necessary industrial supplies for daily life in rural areas are mainly based on the export of indigenous products for export. In other words, the export of indigenous products is an important source of peasants’ purchasing power. Prior to the land reform, it was also a basic source. In the present case, it has not been carried out in most areas of land reform, solve the problem of sales of products of the soil, and it can develop gradually increase the purchasing power of farmers, in order to solve the problems of urban pin field of industrial products.
