抢夺案件是指以非法占有为目的,乘人不备,公然夺取数额较大的公私财物的案件。它在各类侵财案件中的历来属于发案少、危害轻的案件,对社会治安影响甚微。但近年来,随着市场经济体制的建立和现代交通、通讯事业的迅速发展,人财物大流动,外来流动人员大量涌入,社会迅速由相对“静态封闭”向“动态开放”转型,社会治安形势也呈现出动态环境下的新特点,其中较突出的一个特点就是抢夺案件异军突起,发案数迅猛上升,尤其是“飞车”抢夺案件更成为群众反映强烈、影响社会治安形势的焦点问题之一。如何遏制、减少抢夺案件的发生已成为加强当前社会治安防控工作的一个亟待解决的重要课题。

How to curb and reduce the occurrence of robbery cases has become an urgent issue to be solved urgently in the current prevention and control of public order.
