九十年代初,宜宾县突破改革禁区,率先实施企业产权制度改革。从国有企业开始,逐步延伸到城乡集体企业,走出了一条变革公有制实现形式的成功路子。即以“国家转让产权,政府转换职能,企业转换机制,职工持股经营”为核心的县域经济改革,得到中央和省上的充分肯定,被誉为“宜宾经济”。在过去的十年中,宜宾县始终坚持以改革为动力,以经济发展和社会稳定为目标,务实争先,开拓创新,真抓实干,取得了显著成绩。全县国有企业改革全面完成,“国退民进”达95%以上,市场经济运行机制基本形成,经济实力排位由改革前的全省第105位跃升为第65位,财政收入比改革前增加4倍,工农业比重由改革前的28:72调整为63:37,城镇职工年人均收入由改革前的1300余元增加到9588元。
In the early nineties, Yibin County broke through the reform forbidden zone and took the lead in implementing the reform of the enterprise property right system. Starting from the state-owned enterprises, it gradually extended to urban and rural collective enterprises and stepped out of a successful path of transforming the form of public ownership. In the past ten years, Yibin County has always insisted on using reform as a driving force, taking economic development and social stability as its goals, pragmatically took the lead in pioneering and innovation, and earnestly practiced hardworking and achieved remarkable successes. The reform of state-owned enterprises in the county was fully completed, with the rate of 95% or more being improved by the principle of “national withdrawal from entry into the country”. The market economic operation mechanism basically formed. The economic strength ranked from the 105th place before the reform to the 65th place. The fiscal revenue ratio 4 times before the reform, the proportion of industry and agriculture was adjusted from 28:72 before the reform to 63:37, per capita income of urban workers increased from 1,300 yuan before the reform to 9,588 yuan.
