1997年，黄河中下游地区出现特大于旱，黄河下游利津断面全年近2／3时间无水。在国家防总和水利部的统一部署及有关省区的配合下，黄河水利委员会对其实施了4次调水措施，缓解了河口地区各个时期的用水危机。在对完成工作回顾的同时，提出了黄河的水资源必须统管；适应不同来水年份的水量分配方案要尽快出台；科学用水，减少调水；水资源管理要软件、硬件一起上；加强调查研究等意见和建议。
In 1997, the middle and lower reaches of the Yellow River area appeared especially droughty and the lower reaches of the Yellow River Lijin section nearly 2/3 of the whole year without water. With the unified deployment of the State Administration of National Defense and Ministry of Water Resources and the cooperation of relevant provinces and autonomous regions, the Yellow River Conservancy Commission implemented four water diversion measures to ease the water crisis in various stages of the estuary. While reviewing the work done, it is suggested that the Yellow River’s water resources must be unified; the water allocation plan to adapt to different water years should be introduced as soon as possible; scientific water use should be implemented to reduce water diversion; water resources management should be accompanied by software and hardware; Other comments and suggestions.
