随着我国城市社区管理体制改革的不断深入,围绕社区自治这一主题还有很多需要继续解决和完善的问题。其中,合理地划分市、区、街道在城市管理中的权限,进一步落实管理责任,增进全民参与城市管理的积极性;通过各类管理职能向社区的延伸并形成疏密网状结构,提高城市建设、管理的协同化程度和协作效能;让社区制这种全新的组织形态和管理体制来解决社会转型中出现的问题和矛盾,真正承担起重新整合社会的功能等等,都是摆在城市管理者面前亟须解决的课题,是城市“十一五”规划研究的重点,也是中国城市管理开始从“经济主导型”向“社会主导型”转变的关键。
