一、问题的提出 人们对自然科学基金项目的普遍反映之一是,立项难、结题易。目前的结题方法主要是鉴定。鉴定有许多长处,也有一些问题,根本性的问题是,这种方法只有少数同行参与评议做出结论,没有广大同行的监督和参与,因此容易出现如下几方面的问题: 1.鉴定的结果与选择鉴定委员会的成员有关,与鉴定者和被鉴定者的关系有关。 2.对于完成得好的项目,总结报告与鉴定的结果都保存于基金会内,目前还没有一种好办法能让广大同行方便地利用鉴定后的成果。
