苏联对外文北协会的目的和宗旨在他的名称上很明显的表示出来了.苏联组织这样一个协会,表明牠的跟其他民族维持和平的文化交际的愿望吸收近代的和旁的一切在「文化遗产」范围内的真正的精神文明的愿望同时对外文化协会还得负起一种任务使国外广大的知识阶层熟悉我国各地的和各方面的文化上的进步.协会一开始就进行苏联和外国科学研究院图书馆博物院,科学刊物政府机关,和其他文化组织中间的书报交换协会在牠存在的十年间共收到世界各国书籍一、二八八、○三五种.今将曾跟协会交换书籍的组织的数目和性质列表如下:
