各级领导干部是学习实践科学发展观的组织者和带头人,他们实施这项活动的态度和能力决定着学习实践活动能否取得预期效果。调查显示,南京绝大多数领导干部对于开展学习实践科学发展观活动抱有较高期望,促进科学发展的思路和能力总体良好,但其中也存在不和谐的因素。因此,要抓住新的发展机遇,必须加强党的建设,进一步增强干部落实科学发展观的意识和能力;改革落后的体制机制,调整产业结构、转变经济发展方式,建立健全符合科学发展观要求的科学评价标准和合理用人制度;尊重人民群众在促进科学发展中的主体地位,抓住机遇推动城乡经济社会协调发展。
