戚墅堰电厂(简称戚电厂)坐落在江苏省常州市东郊,创办于1921年,曾是旧中国八大电厂之一,解放后,已成为一家拥有1700多名职工的国有大型企业。改革开放的春风更使这家老厂焕发了青春,以其高达30亿千瓦的年发电量,为工农业生产作出了重要贡献。然而,近年来只因该厂原厂长杨德亮滥用职权,违法犯罪,使工厂蒙受8000多万元的巨大损失,使这家一直是常州地区的利税大户陷入了债主逼门,诉讼不断,难以应付的困境！
Qishuyan Power Plant (Qiqi Power Plant) is located in the eastern suburbs of Changzhou City, Jiangsu Province. Founded in 1921, it was once one of the eight major power plants in China. After liberation, it became a state-owned large enterprise with more than 1,700 employees. The spring breeze of reform and opening up has rejuvenated this old factory. With an annual output of 3 billion kilowatts, it has made important contributions to industrial and agricultural production. However, in recent years, the original factory director Yang Deliang only abused his power and committed crimes, causing the factory to suffer a huge loss of more than 80 million yuan. This has caused the big profit tax that has always been the Changzhou region to fall into the door of the creditors, and the lawsuits have been kept constant. The dilemma!
