Intelligence workers should receive what kind of education, related to the quality of intelligence personnel, affecting the development of intelligence services, therefore, has drawn great attention at home and abroad, and has launched a wide range of discussions. There is a view that intelligence officers are managers, intelligence and library science is a management science. In this way, the education of intelligence personnel should be management education. This is the current prevailing view of intelligence personnel in the United States and Canada and is also the opinion of some intelligence workers in our country. I basically agree with this view. At present, the management education of tertiary institutions in North America is developing rapidly and leading the world. This trend also extends to Europe and the third world. In Canada, there were over 37,000 students in management and administration from 1979-1980, accounting for 11% of undergraduates, compared to only 6% from 1970 to 1971.
