中央人民政府成立以来,曾召開了七次全國性的專業教育會議,製訂了一系列的規程方案,確定了全國教育工作的基本方針政策。但是,究竟怎樣去具體執行這些规程方案呢?毛主席曾教導我們:‘任何工作任務,如果没有一般的普遍的號召,就不能動員廣大羣衆行動起來。但如果只限於一般號召,而領導人员没有具體地直接地從若干單位將所號召者深入實施,突破一點,取得經驗,然後利用此種經驗去指導其他單位,則無法考驗自己提出的一般號召是否正確,也無法充實一般號召的內容,便有使一般號召歸於落空的危險。’(見一九四三年六月中共中央關於领導方法的决定)因此,今後我們各級教育行政部門的工作,必須深入地細緻地選擇重點,培養典型,以便吸取經驗,推及全盤,從而豐富我們的規程方案,不是這樣,我們的方針政策便會永遠停留在紙
