不法分子利用非药品市场准入门槛低、审批不严、监管法律不健全等漏洞,将兽药以非药品名义生产,来规避兽药审批和监管,又以药品的价格销售,从而获取高额利润。此行为严重扰乱了兽药市场秩序。本文探究了兽药冒充渔用非药品的违法特点、原因及危害,提出了在日常执法、备案审批、违法事实认定等方面加强监管,规范兽药市场秩序的建议。
Criminals use non-drug market access threshold is low, lax approval, regulatory law is not perfect and other loopholes, the non-drugs in the name of veterinary drugs to avoid veterinary drug approval and regulation, but also to the sale of drugs, so as to obtain high profits. This behavior seriously disrupted the order of the veterinary drug market. This article explores the illegal characteristics, causes and harms of veterinary drugs posing as non-drug fishery, and puts forward suggestions on strengthening supervision and regulating the market order of veterinary drugs in daily law enforcement, filing approval and illegal facts cognizance.
