作为国家重要的煤炭资源大省,山西煤炭产业对经济发展起着支柱作用,但同时也给产煤地区的农业和农村发展造成严重危害。在此基础上,山西省委、省政府提出建立“以煤补农”政策机制,通过适当的制度安排,将煤炭资源所得利益部分补偿给农村、农业和农民。为此,选择合适的以煤补农发展模式十分必要。山西省现有以煤补农模式有乡宁模式、柳林模式、长治模式,存在着没有统一规划、制度尚不规范、缺乏资金支持以及政策引导问题。应主要从以煤补农补偿标准、补偿主体及补偿对象的确定,以煤补农的资金来源、制度保障、根本目的方面对以煤补农模式进行定位。
As a major province of coal resources, Shanxi’s coal industry plays a pillar role in economic development. However, it also poses a serious threat to agriculture and rural development in coal-producing areas. On this basis, the Shanxi Provincial Party Committee and Government proposed the establishment of a “coal subsidies for agriculture” policy mechanism, through appropriate institutional arrangements, the partial benefits of coal resources to rural areas, agriculture and farmers. For this reason, it is very necessary to select the appropriate mode of coal agriculture. In Shanxi Province, there are the model of rural subsidies for agriculture, the Liulin model and the Changzhi model. There is no unified planning, the system is not standardized, the lack of financial support and policy guidance. Should be mainly from coal compensation standards for compensation, the main compensation and the object of compensation to determine the sources of funding for rural subsidies for coal, system security, the fundamental purpose of the model of coal subsidies for positioning.
