The article expounds in theory the profound connotation and significance of establishing and perfecting the power structure and operation mechanism of decision-making, executive and supervisory powers which are both restricted and coordinated with each other. The paper analyzes the status quo of power structure and operating mechanism in practice. Finally, Theoretical analysis and practice analysis, the paper proposes five key aspects to establish and improve the power structure and operational mechanism of establishing and improving the power of decision-making, execution and supervision, which are both restrictive and mutually-coordinated.
