几年来,随着国民经济的逐步调整及经济体制改革的顺利进行,企业自主权不断扩大,地方留利分成越来越多。企事业单位各项自有资金逐年都有大幅度增加,预算外资金增长很快。现在一般是:预算外资金的增长速度快于预算内资金的增长速度,预算外资金已成为经济发展的重要力量;预算外资金的结构发生了重大变化,财政部门掌握的预算外资金呈逐年下降的趋势;预算外资金面广量大。
