三级绿色生态屏障的第一级是以改善国土质量、保护大区域或大流域生态环境为目标,以治理三大自然灾害主要发生区为重点,以建设大型生态林业工程(包括骨干防护林带)为中心内容的森林防护体系;第二级是以改善和保护国土中等区域或中等流域生态环境为目标,以流域治理为重点,以绿化山系和水系两侧为中心内容的森林综合防护体系;第三级是以改善局部地域小环境,保护农田牧场、城镇村庄、道路河流、各种矿场为主要目的,以平原绿化、城市绿化和小流域治理为重点,以建设农田防护林、草场防护林、自然保护区、“四旁”绿化等为中心内容的森林综合防护体系。文中还提出了具体建设构想以及当前需要遵循的7条原则。此外,扼要介绍了4个一级、2个二级和2个三级绿色生态屏障国家建设工程的一些基本情况。
