本文通过对信息化进程中图书馆信息技术管理到信息技术治理理念的考察,分析了二者之间的关系,并基于治理理论审视图书馆信息技术的发展,建立了图书馆信息技术治理体系与治理能力组织架构。认为图书馆信息技术治理体系建设需要从组织架构、关系机制、实施流程等方面进行信息技术整合,以促进图书馆价值、战略、资源、风险、绩效的高度统一和协调发展;针对图书馆信息技术治理能力指出,战略性决策能力是图书馆信息技术治理能力的核心,信息化变革能力是促进信息技术治理的重要动力,同时要提升系统性整合能力以保障信息技术治理的效果。
This paper analyzes the relationship between the information technology management and the information technology management in the process of informationization, and examines the development of information technology in the library based on the theory of governance, establishes the information technology management system and Governance Capability Organizational Structure. It is believed that the construction of information technology governance system in library needs to integrate information technology from aspects of organizational structure, relationship mechanism and implementation process so as to promote a high degree of unity and coordinated development of library value, strategy, resources, risk and performance. For library information technology Governance ability points out that strategic decision-making ability is the core of library information technology governance ability. Information technology transformation ability is an important driving force to promote information technology governance. At the same time, we should enhance systematic integration ability to ensure the effect of information technology governance.
