我国国库集中收付制度改革是一项复杂的系统工程,要建立现代国库集中收付管理制度,必须在改革中不断借鉴国外经验,进一步深化预算管理制度改革,理顺国库管理体制,建立发达的财政管理信息系统和银行支付系统,健全有关法律法规,加强财政监督管理,完善与之相配套的改革措施,才能确保我国国库集中收付制度改革顺利实施。
The reform of central treasury receipt and payment system in our country is a complicated systematic project. In order to establish the modern treasury centralized payment and receipt management system, we must constantly learn from foreign experience in the reform, further deepen the reform of the budget management system, streamline the treasury management system and establish a developed Financial management information system and bank payment system, improve the relevant laws and regulations, strengthen financial supervision and management, and improve the matching reform measures in order to ensure the smooth implementation of China’s treasury centralized payment system reform.
