党的十八届四中全会通过的《中共中央关于全面推进依法治国若干重大问题的决定》提出:“建立宪法宣誓制度,凡经人大及其常委会选举或者决定任命的国家工作人员正式就职时公开向宪法宣誓。”笔者认为,贯彻《决定》要求,落实宪法宣誓制度,应遵循“四个统一”。一是统一宣誓层级。《决定》指出,凡经人大及其常委会选举或者决定任命的国家工作人员正式就职时公开向宪法宣誓。对“人大及其常委会”这样的表述,
