本文从行政决策的制定和行政决策的监督与问责两个方面,来论述公众参与的重要性与必要性。根据目前沈阳市公众参与行政决策程序所存在的困惑,对比美国行政决策公众参与的机制与特色,为我国有关立法部门在构建公众参与行政决策的机制和实施过程提出相应的对策建议。
This article discusses the importance and necessity of public participation from two aspects: the formulation of administrative decision-making and the supervision and accountability of administrative decision-making. According to the current public participation in Shenyang’s decision-making process of public participation in the confusion, the United States compared with the public participation in administrative decision-making mechanism and characteristics of the relevant legislative departments in our country to build public participation in administrative decision-making mechanism and implementation process to put forward corresponding countermeasures and suggestions.
