改革开放初期,境外投资发挥过特殊作用。20年过去,国内和世界的经济形势都已经发生了沧桑剧变。曾极大促进境外投资的财务管理模式,已经不能适应新的形势,迫切要求更新观念和创新改革,以参与激烈的国际竞争。 我认为,加强境外投资管理,应从投资管理和财务管理两方面。 一、投资管理 1、转变观念,重新确立境外企业发展目的。 创办境外企业,试图建成对外开放窗口、国际贸易中转站、内外往来联络站、国际市场了望站、信息收集站。时至今日,国内外经济形势今非昔比:国内崛起一批资金雄厚、技术过硬管理水平较高的大企业。国际经济一体化和区域经济集团化步伐加快。跨国公司成为国际竞争的主体。在这种大背景下,必须对境外投资企业重
In the early stage of reform and opening up, overseas investment played a special role. In the past 20 years, the vicissitudes of life have taken place in both the domestic and the world’s economic situations.
